Different system wide facilities with similar effects stacking?

I have built Human Genome Sequencers and Gestation Vats in my systems. Since they are level 5, they each give me 1.5% pop growth bonus. However in the system effects notes, it says the pop growth bonus is 1.5% (1 facility effective per system).

So my question is: are the pop growth bonuses supposed to stack for the two facilities or not?
If not, would someone mind explaining to me the purpose of gestation vats, and could we please give the organic tree a second useful facility if this is the case?

maybe typing error

is it possible that there is a typing error?
maybe one of the facilitys just gives a bonus to the planet it is build and it was noted wrong in the description.

if not that it may be a bug, could also be just a displaying bug but it is counting correctly, like it was with the remote mining stats.

I think its a bit of a mistake, they are not meant to stack. Which as you rightly point out makes the Gestation Vats pointless, except for the fact that they go up to level 79 and give far better reproduction bonuses by then than the HGS gives, but none of the other bonuses.

As for Organics they do get a 2nd fac, I think its around level 5. Replicant Vats which increase the population of every colony in the system by 1-20 million (lvl dependant) per turn. This is a seperate bonus to any others so does work with HGS or medical centers.

Personally I would just ditch the GVs from the organics tree, organics is great without it and having a usless fac is just annoying. Organics is powerful enough as is with Organic Vats, Organic Armour, HGS, Replicant Vats and Organic weapons.

Try mixing Organics and Religious Traits Smiling and end up with a huge powerful combination. The Religious gives you great planets and combat bonuses, Organics then boosts your population growth very nicely and gives great weapons (including the only way for ships to generate their own ordinance) and a cool armour at higher levels.

Better Warnings Needed

If different types of facilities like a medical lab and a gestation vat are mutually exclusive then why doesn't the program give a warning or preclude players from building duplicate-type facilities? This is pretty stupid to allow the building of facilities that don't work properly together. I can understand not having two medical labs give additional bonuses but why not have the medical lab and the gestation vat not be mutually exclusive? Otherwise the program needs to be corrected so that it precludes the building of different but duplicate types of facilities so that the AI doesn't make the mistake of building duplicate facilities that don't work. It certainly reduces the efficacy of choosing different tech types like organics or religion if some of their facilities are merely duplicates of other stock techs.

I think that yes it should give you a warning saying that there is already a facility of this type working in a system but I certainly don't think it should stop you building a second third or however many you want. As in some war torn systems if the enemy blow it up or capture it having a second one on another planet is quite handy.

As for the AI (which I don't play against) wouldn't it be easy to simply script them to only build one type of certain facilities per system?
