Computer Player vs. Neutral Player |

Hello,
did a quick search and couldn't find the answers, so here goes:
What exactly are neutral players, are they like minor races who just colonize their home systems and generally pick their noses?
And if you generate a map and choose starting positions, will these positions be for computer players only or can neutral players get them?

Neutral's Single system non expansionist empires automatically and randomly generated by the game if you select the option to include them in the game set up process. By default this is on and they are always included in quick start games I believe.
computer players sert up to do the same thing that the blayer is doing but owing to a poor but improving AI doing so generaly worse than a human player would
