My Wish List: Smarter Ministers

I've tried to post this on the wish list thread a few times without sucess.

What I would like to see is ministers which allow you to do less micro management but without seeding complete control to the AI such as

Research

being able to lock some research allocations and leave the minister to take care of the rest

Colonization

Being able to set a list of what planets to colonise when

Construction

being able to set targets such as
1 want 20 Research centers, 5 Mineral extractros etc, and leave teh minister to find the best place for them.

Likewise with ships as in I want 5 class X battleships, and leave the AI to find a place to find them.

Ship Design

Being able to set a ship size for each category, set preffered weapons etc.

You can do this using construction queues if you want, although they are really annoying in that they record the level of the items you select 1st time rather than jsut the fac and build whatever is the the current level of that fac.

So if you set up a research queue for a huge planet which constructs

1x Space Yard (lvl 3)
23x Research Centers (lvl Cool
1x Research computer center (lvl 2)

then use that queue later in thae game when you have space yard lvl 25 and research lvl 16, it will still build SY lvl 3 and RC lvl 8.

At the moment the minister will try to build things based on colonytype. what I inteded was having something along the lines of empire targets, as in accross the empire I want 20 Research facilites and 20 Mineral facilites and 3 shipyards. or some other metric about priorities which will influence what the minister auto builds.

A lot of what I would like to see ministers do could in theory be done with race specific scripts, however the isssue is that it would be good to be able to vary it dynamically from inside the game, really in the style of having ministers that you (as the Emperor) can give orders to, rathet than the current situation where the minister is either 100% on and does whatever it feels like, or 100% off and does nothing.
