Placing units in sector view

I've noticed that from turn to turn, my ships and units don't stay where I place them in the sector view.

For instance, if I position a group of satellites and ships at a warp point to guard it, they never seem to stay. When an enemy ship comes through, they are positioned differently.

Is there a way to make things stick?
