when I attack a planet, either on tactical or strategic view, with ships or freighters( troops), the combat stops just at the beginning...(5 seconds)...
please telle me why or I'll get crazy...

Known issue
You've probably signed a non-bombardment treaty (which restricts ALL bombardment, not just with the race you hold the treaty with) and thus there is "nothing" you can do to the planet.
