Game setup - how about a slider for tech points?

Description

It would be great if there were a much wider range of empire starting tech points to choose from. As it is, the 3 amounts below 'full tech' are all pretty low it seems. 1,000,000 doesn't go very far, with tech cost at medium. It would be nice to start games in the midrange of 0 to 'full tech' equivalent, I'm thinkin'.

When I posted this bug, I had been most recently been playing a Bal. Mod game for a while and I hadn't realized during game setup that the BM has an order of magnitude lower values for 'Starting Player Tech Points ' than the Std. Game, in it's Settings.txt file. Or realized even that the values were editable in Settings.txt, thanks for noting that. The Std. game default of 10,000,000 for the high setting would have been closer to what I'd wanted, but still not really medium tech.

I wonder what the TP equivalent is for 'Full Tech'? Many billions seems likely, but it's a mystery I guess until someone puts all the tech level cost formulas for everything in a spreadsheet, plugs in the max levels for each in the Std. game and adds all the totals up.

As for the AI empires actually using the starting tech in their setup, I'm pretty sure at least the non-neutrals do, at least in a BM game. It should be easy to confirm by cranking up the high value to 10 or 20 billion and playing a new game for a while. The AI's should then, at the game start, have a few key techs max'd or maybe a broad range of techs with some development or a combo thereof.

You can always text edit this yourself in the settings file, but I do agree this would be a very nice feature to add.

AI in BM not using their tech bonuses

The AI in the Balance Mod were not using their starting tech bonuses in v0.99 - but I fixed that for the v1.00 update.
