Switching how engines work

Description

I like the having the larger ships needing more engines to move, instead of limiting the number of engines.
IE, 1/3 a ship's mass should equate out to what it takes to move 10 spaces, on ion engines.
(300kt ship, 100k of engines, 3mt ship, 1mt of engines, etc).
I know I modded in a solution in seIV, but I was hopin' for an option in seV...
