When i start a fresh game, with full tech, 10 planets start and allowing the game to put another empire in my system(does not always do that however), i should see that othe race in the first turn should i not?

Well, I am playing a game right now that showed me that other race when i got to turn 5?
Do more people notice this?

Well, I guess it depends if the other race is within your sensor's range or not...

They must be if i have set that i can see my entire homesystem...... however within 2 turns after seeing them for the first time, i have wiped them out. Giving me 10 large planets.

But i have figured out: if i have set that i start with 10 planets, and i have like 27 planets in my home system, there MUST be another full empire.

The option to see your home system allows you to see the position of the other planets, but in order to see colonies and ships you need o use the sensors.
