(1.17) Invading planets with non-combatant cargo

1.17 has fixed the bug whereby a planet with mines in its cargo couldn't be captured, but has now introduced a new (much lesser) bug. Now you can capture the planet, but the mine survives and remains the property of the original owner. This will initiate a new ground combat every turn. You can't launch the mine, but you can scrap it - and indeed must unless you want to keep having a useless ground combat every turn.

The same happens with satellites.
