Mine damage goes to shields now?

Not sure if this is a bug or a feature. I had an explorer ship trying to go through a warp point. It was guarded by half a dozen or so enemy ships, so I cloaked to get past them. As soon as I entered the sector, I got a message telling me that I had hit a minefield and had taken damage. Combat then began, but my ship - apart from beginning with less than full shields - was undamaged. It used to be in SEIV that mines ignored shields and delivered damage directly to the hull. Has this been changed for SEV?
