Population Required to Operate One Facility := 50

I just found this in the settings.txt file. Does this mean that when I colonize a planet and build 25 research facilities, that they will not be fully operational until the planets populations reaches 25 X 50?

When I first saw the setting, this is what I thought too, but after testing, this doesn't seem to be the case. My 300M huge colony can easily power it's 25 facilities (which would require 1250M).

There's two possibilities:
1. This setting is just totally broken (or wasn't implemented)
2. If you don't have atleast 50M on the planet, then you can't use your facilities... I haven't tested this since my colony ships always carry 100M+. In which case, the wording just seems wrong.
3. The setting actually means 50 people and not 50 MILLION people per facility. In which case, even an empty colony ship with 1M crew members (holy hell, that's a lot) would more than surfice, and this option is totally useless unless turn up by a lot (which I also haven't tested).

Putting some sense into all that, I think it's option 1... broken.

Cant prove it

Can’t prove it but toping up the population to its maximum does seem to increase the output of research and intelligence facilities which are the easiest ones to see any change on
