What is the "Trade Percentage" Agreement?

I just started so I don't think I'm trading anything yet. I received this as one of the conditions of a Cooperation Agreement. I'm the race with a standing of 1 (yay), the other race has a standing of 7. What exactly does it mean, "Empires will trade up to a max of 30% (of the smaller empire's net worth)"? I understand the math, I just don't understand what they are proposing. Thanks!

That means that the empire with the fewest resources (the smallest empire) will set the maximum amount traded. i.e. if you have 1000 mineral and the small empire has 100 the trade amount would be sent to 30 minerals / turn for trade (30% of the smallest empires amount net worth). It is a little more complex than that but basically the same.

This, I guess, is to keep the poorer empire from trading all of its resources to a richer empire within a single turn.
