Found a bug I guess

I was going through the Data files for SEV when I found that the maximum level for the Value Improvement plant is supposed to be 57 and the Max for the Atmosphere Modification plant should be lvl 20 Max But When you are researching Planet Utilization it goes grey at 21 which is one level after you get the Atmosphere Modification plant.. I think thats actually supposed to be a bit higher than that or something.. The formula is all set for the Atmosphere Plant to continue to reduce the time needed to change the atmosphere as you increase the level up more so something is wrong.
