Possible Space Yard Rate Modifier Bug

Description

Currently, utilizing Captain Kwok's Balance Mod v0.96, there may be a bug with the Space Yard Rate Modifier. I have not tested this with Stock SEV, but imagine it is likely a problem for stock, too. I will update when I have more time.

Just as a minor cosmetic problem, the mod's description for the 'Hardy Industrialists' is missing the + in front of the Amount percentage, because this is an increase and not a multiplier. And now for the bug:

While the planetary shipyard rate is correct, the shipyard rates for the space yard component is not. With a level 5 space yard component, the construction is 1800 of each resource. At +25%, that should yield 2250 of each resource. Instead I am getting 6075, which is an increase of 237.5% (1800 + 237.5%).

Is this a bug?

It's a bug that was fixed in 1.06 but got broken again in 1.08 and hasn't been addressed again.
