Why wont my ships and fighters attack enemy planets? I have planet weapons on them.

As an example idea ONLY (I. E. highly simplified and not quite right): the US has signed treaties forbiding the use of NBC weapons (well, not forbidding but you get the idea) that restricts their use PERIOD, not just against the people we signed with.
