I think I have a problem

I can not play any of the pre made races. I can't even select them to play against. I click on the load empires button and it takes me to a screen with no empires to select. I have to create my own and then tell the game to craete random computer controlled empires. Is this how it's supposed to be? Any help would be appreciated. Thanks
