Tactical Combat graphics glitch

Description

In 1.00-1.08, ships and units moving through the same X,Y location as another object would rise up on the Z-plane to "avoid" the other object.

As of 1.13, they don't do this anymore. Instead, they clip right through the other object. This can cause selection problems if they stop inside it!
