I have'nt heard anyone else complain about this, (aside from myself), but incase anyone else is interested - ive found a way to get Colony Ship ministers working...
For some reason if you select 'Minister controls new vehilces constructed','Minister controls all current vehicles' & 'Ships- Colony Ships' ... None of the ships seem to be under the ministers control, nor does manually setting them under control have any effect...
HOWEVER If you set all ministers on for ONE turn, all of a sudden it seems to kick in...
