Get_Vehicle_Size_Tonnage()

Description

Summary:
- Formula Function Get_Vehicle_Size_Tonnage() is non-functional in VehicleSizes.txt and Components.txt
- Utilizing the aforementioned function in movement speed calculation in either of the two mentioned files results in 0 (ground) movement.

In an effort to create realistic engine requirements for ships, I attempted to use Get_Vehicle_Size_Tonnage() in part of a calculation for 'Engines Per Move' in VehicleSizes.txt. This resulted in all space vessels with engines having 0 (ground) movement (notice, no space movement). I determined that it was due to the Get_Vehicle_Size_Tonnage() formula function, which is only used in ComponentEnhancements.txt, that was the problem. I moved the calculation into the engine components themselves, and this resulted in the same problem. Apparently, this formula function can only be used in formulas in ComponentEnhancements.txt and possibly others I have no yet worked with (where you likely would not need the function, anyway).
