Am I missing something or is it not possible to scrap facilities in SEV??? I always like to scrap some mineral miners for Monoliths on my home planet to make room for more advanced fac's later in the game.

Scrap Cargo Order...
It's in the Scrap Cargo sub-menu or the Ctrl+K hotkey.
