Are population ministers working?
I have turned them on under empire settings and minister settings. I have also turned them on all of my population transports which are designated as the ship class population transport.
However, for several turns now they are just sitting there...
Is there something else I need to do?

Potentially Bugged
From what I can tell, the Population Minister is set to deliver population to what it deems valuable planets - so that might be one source of the delay. There is also the potential that ship ministers are slightly bugged since there are several reports that they are not doing anything. I think perhaps one of the general ministers to be turned on first. I'll have to check this out.
