There's this forum site I love to hang out at and they make new member's feel welcome by having a new member forum. New member's post there (for many it's their first post at the site) and other member's welcome them to the site.

I can state from experiance it works pretty well on a lot of sites that use it, be it a thread or a forum all its on.
