planetary construction minister does not appear to work.

In space empires V with the 1.08 patch I have been trying to use the 'Construction - Planetary' minister to upgrade my facilities. I started looking throuhg the AI scripts, to try to figure out what I would need to add in order to get this functionality. While reading through the Space Empires V\Utilities\ScriptParser\SE5EmpireScripts\Script_AI_Construction.txt script, I noticed that if I press the compile button inside the script parser utility, it complains of parse errors, however the other scripts in this folder compile successfully. I did not make any changes to the script. The script also appears to support upgrading facilities. Could this script's not compiling be why my planetary ministers are not working? Has anybody else experienced this problem? Does anybody have a fix, solution, or work around for this problem?

P.S. I am experiencing thsi problem in single player mode, and have not attempted to use ministers in multiplayer mode.

Not suppose to compile AI_Script_*** files...

You do not compile the AI_Script_xxx files to make AI files. They are only include files when you compile the Empire_Main / Empire_Setup scripts.

Have you allowed a turn to pass after turning on the minister? Note they won't also upgrade right away if your empire is running a deficit or spending more resources than the AI allots for facility construction etc.

I turned the ministers on 4 turns ago. I am not running a deficit (income is about 200,000 per turn more than I am spending). The game was started before I applied the 1.08 patch, could that matter?
