What Happen I upgrade Colonizaiton Level

I played this game for almost 3-4month now.

Recent days i made my custom race and start the game.
I prefer use Crystalline Technology. Becuase I love Shrad Cannon and Crystalline Torpedos. And also give Free 2500 resources for Solar Generator.

I made Level 1 Rock Gas and Ice Colonization for Level 1.
However i saw Computers Level up Gas Colonization for Level 2

I think over level 1 is unecessary but computer does!
What is good benefit for Rasing Colonization Level?

How do you correctly install Fyron's Quadrant Mod and the SE5 Multimedia Pack?

Have tried installing these two and can not seem to get them working. First time installing a Mod, so need specific details. Needless to say they are lacking docs except to say in one of them that it has to be installed in the .../Space Empires V/Pictures directory, which I did. Didn't work. So I made a FQM directory in the /GameTypes directory and copied the Mod_Definition and FQMLogo file to it. Listed it when I went into the game, so selected it, but did not see any difference at all.

Any help would be greatly appreciated. Even a 'How to install these two from scratch' would probably be better to help anyone else out with the same question.

Looking for way to determine if two players have specific treaty element

Hey Everyone,

I need some help. I'm looking for a way to determine if two empires have a specific treaty element in place. Specifically I need to know if there is a non-aggression treaty between the players and what version of the non-aggression (share colonization, freedom of movement, or no fighting in neutral space). Help would be greatly appreciated. thanks
